In a food processor or blender: Process ginger and garlic until finely minced. Add brown sugar, peanut butter, vinegar, soy sauce, chili sauce, canola oil, and 1 tablespoon sesame oil. Process until smooth. Add chicken broth. Blend well. Reserve sauce.
Meanwhile, cook pasta according to package directions. Drain, Add Sesame oil to cooked pasta. Mix well.
Add the sauce to the pasta and mix well.
Garnish with scallions.
