In a large glass style mixing bowl combine the feta, yogurt, lemon juice, garlic salt, and pepper.
In a stock pot bring 2 inches of water to a boil. Add broccoli and blanch for 1½ minutes. Remove with a large slotted spoon to a strainer. Run cold water over broccoli to stop cooking process.
Add broccoli to mixing bowl. Add bell pepper, scallions, and chick peas. Fold mixture together to completely blend. Cover and put in the fridge for 2 hours for flavors to blend. Serve cold or at room temperature.
